I just tried to use the "File | Open External File..." command for a .txt file 
and a .html file and nothing happened.  No error message, no log entry and no 
file opened.

I am running 3.0 M8

I am seeing similar behavior, although .txt files seem to work okay.  It's .xml
and .html files that don't.  All others I tried worked for me.

The pattern seems to be that files with associations to external editors fail 
to open using File > Open External File..."

moving to JDT - Text,  the open External File option is part of the editor 
code.
