Build 20011112.

- Window / Preferences / Build Order
- notice that the list is empty
- clear the 'Use Defaults' check box
- projects appear in the list
- select the check box again
- the list is still shown

The dialog should open in this way, ensuring that the list shown is actually 
the default order (apparently it's a random order currently).

Changed the build order preference page to show the default project build order 
in the list when the Use Defaults option is set. The list now shows the correct 
project build order depending whether the Use Defaults is set or not.
