build i0420-0800

- I have all Core plug-in projects in my workspace
- I have all others in my Target Platform selected to be included in Java Search
- I did a search for references to Plugin#getPluginPreferences()
- search results only returned what was in my workspace + ant + update

I would expect all references to be returned.

Note that the Core projects require (some optionally) the ant and update plug-ins.

DJ, are you new here? :-)
JDT/Core seems to need all the projects on the fake External Libraries project 
for search to references to work.
