Summary: GB18030: Question marks replaced GB18030 characters for the view of 
build.properties.

Steps to recreate problem:
1. Launch Eclipse 
2. Click File->New->Project 
3. Select Plug-in Development->Plug-in Project in the New Project window 
4. Click Next
5. Press "Ctrl + Space" or "ALT + SHIFT" to switch IME to "UNICODE" IME, then 
press 4e56 and 4e89 in available input box, but it can not be input. 
6. Click Finish 
7. Double click the file build.properties

Error:  Question marks replaced GB18030 characters for the view of 
build.properties.

Expected Result: GB18030 characters can be normally displayed.

Remark:  The same problem exists at platform of RHEL 3 WS and SLES 9 Beta2.
In tag of 'configruation' and 'Source', GB18030 characters were replaced as 
question marks.
