The above gerrit contains the new migration guide read me to be included in the main read me.

That README appears to be severely outdated. It still has a section about "Running Eclipse with Java SE 9" and in the next paragraph states that the minimum requirement was Java 11. It also still mentions that some parts require only "J2ME Foundation 1.1, J2SE 1.4, Java 5, etc."

Is "The Oracle JVM may hang indefinitely during class loading if it runs out of permanent generation memory." still relevant? Not with Java 11 AFAIK.

Is the section on GCJ still relevant?

"It is imperative that 64-bit builds are downloaded and used if a 64-bit Java runtime environment has been installed." -- AFAIK we don't distribute any 32bit builds anymore?

Mentions of specific problems with the CVS team provider.

And so on...

And the link to the project plan appendix is wrong; there is no "appendix" on that page.[1]

Looks like this README is in desperate need of a complete overhaul.

And the copyright statement at the bottom of the page is wrong; upper end of range must be 2021.

thanks Thomas for detailed review.

I have cleaned up the ReadMe a bit.
"Internet Explorer in Offline Mode"... Still needs to be there it seems.

Suggestions welcome.
