When I open a plugin.xml file in the PDE in 3.0M8, the Add Task and Add Bookmark
actions from the ruler context menu don't do anything.  Add Bookmark from the Edit
pull down menu works but Add Task doesn't work.

Perhaps the actions could ask the editor part for an ITextEditor adapter
and operate off of that?

The main problem is that the PDE editor was implemented prior to the invention 
of MultiPageEditorPart, so many of these basic functionalities when one of the 
tabs is a text editor are missing.

This one will be resolved in the new editor coming out in M9.
