I20040330, Gtk+ 2.2.1

I cannot rearrange the coolbar items.  That is, dragging one coolbar item by its
handle does not 'swap' adjacent items.  Adjacent entries swap on Windows and
this seems reasonable.  As it is now, I cannot rearrange the toolbars without
doing crazy things involving multiple rows.
