Create BETA_JAVA16 branch for jdt.ui.

Steps:
1. Pull latest from master.
2. Switch to new branch with name as BETA_JAVA16.
3. Push branch with none of the settings to be changed.
4. After Push is successful, delete local BETA_JAVA16 branch 
5. Clone repository again selecting master and BETA_JAVA16 branch
