There is another similar problem in the "build order" page, 

1. here is the first panel you will see when you first start the "build order" 
page from "Preference". there is no project. (see image1).

2. as soon as you uncheck the "using default" box, all the projects show up. 
(see image 2).

3. changing the order for the project --> for example, I moved the 
project "jjj" to the first one. (see image 3).

4. clicking on "restore default" right after changing the order. (see image 4).

The "restore default" button does not appear to restore anything back to 
the "default" setting.  From an uninformed developer can see, it "checks" 
the "using default" option and takes the change as the default.

I understand that checking the "Use defaults" button effectively disables the 
list, thereby conveying that the list content is being ignored.  But it would 
be more obvious to clear the list.

This was reported in TVT, but arguably it is a usability question.
