The top few pixels of the perspective bar get cut off when "Dock perspective bar
under main toolbar" is used.

This also occurs on Gtk+.

fixed.  Clipping fixed due to better layout set-up in WorkbenchWindow, and 
removed some unwanted margin between perspective switcher and the toolbar.
