As per https://openjdk.java.net/jeps/378

TextBlocks should be allowed in Java Projects with source level 15 and above.

The Java Editor should support this in identifying and creation of text Blocks.

As part of this, we also need to add support in Compiler Compliance page to set Compliance level as 15.
