E.g. I-builds on the old infra sent emails like this:

AFAICT they were sent by the "sendTestResultsMail" function defined in this script:

https://git.eclipse.org/c/platform/eclipse.platform.releng.aggregator.git/tree/production/sdk/promotion/updateDropLocation.sh#n178

It looks like there is no equivilent functionality in "cje-production"

Re targetting as we may not get time in 4.16. Removing target as 4.17 is not available in the list

We survived 2 years without these emails and I would dare to say it's better without so many emails for each build.
