When selecting commands in the keys preference page, they don't have any 
context associated with them.

This problem was caused by attempting to revert some formatting changes in 
Persistence.  When re-applying my changes, I missed a crucial three-line change 
when reading key bindings.  A null context is meant to indicate a "windows" 
context.

Other effects you might see for this bug are key listeners and native widget 
behaviour not working in dialogs.

Verified by opening the keys preference page in I200403251200 and checking that 
commands are correctly associated with contexts.
