I am using eclipse-SDK-I20040323-win32 build.

If I unlock and lock Microsoft IE6's toolbar, the vertical dotted bar appears 
and disappears.  When I lock the toolbar, it reclaims the space for the 
vertical dotted bar.  Eclipse does not reclaim this space when the toolbar is 
locked.  This causes the first icon to have too much space in front of it.

I may be wrong on this, but I believe that the drawing of this bar is dealt 
with by SWT.  Reassigning to SWT.  If I'm wrong please bounce it back.
