Build I200403230010

1. Start a fresh workspace
2. Debug runtime workbench
3. Suspend 'main' thread
Observe: The source of OS.WaitMessage() cannot be found

Seems to be an issue with PDE source lookup path. If I have no plug-ins in my 
workspace, the source lookup path only contains the system JRE. If I have a UI 
plugin in my workspace, source if found. If I only have a core plug-in (no UI 
plugins), then source for UI is not found. 

Moving to PDE for comment.
