This is the proper behaviour...see the description text for Inactive Part
Background End.  The idea is that for normal tab positions (on top) the inactive
gradient flows directly into the tool bar.

And for the record, I did not enjoy those colors. :)

What would your suggestion for a proper color be?  Perhaps another color that
can be defined?  One that defaults to the Inactive part gradient end maybe?

I would think the more logical color would be the active backgroud end if the
view is active and the inactive background end if the view is inactive.  This
way you do not get the discontinuity in color for active views.

I see the problem.  If the view is wide enough to allow the toolbar to be on the
same level as the tabs then the inactive part background end is appropriate.  If
the menu is placed below the tabs then the active part background end is
appropriate.  Not sure how difficult that would be.

colors are being set to the widget background now.  It is the best possible 
given the fact that it moves around etc...
