Bug 419482 is fixed since a very long time but the workaround in the dark CSS is still present. 

We should remove this workaround.

Not sure why, but this has the great advantage that the ugly background of the part toolbars is gone (at least if it is not moved to the next line).
See Console view's toolbar and project explorer's toolbar: Console View's toolbar looks perfect, project explorer's toolbar background is better but not exactly the color of the panel behind... When the project explorer is dragged to the right and the toolbar moves to the tab area (next to the maximize/minimize buttons), than it matches the background color.
