Update minimum dependency version for org.eclipse.jdt.junit.runtime to 3.5 in:

- org.eclipse.jdt.junit
- org.eclipse.jdt.junit.core 
- org.eclipse.pde.junit.runtime

Already done in bug 551728 in:
- org.eclipse.jdt.junit4.runtime
- org.eclipse.jdt.junit5.runtime
