There used to be an option in Preferences > Workbench > Appearance > Show 
color icons in toolbars. This option has disappeared and the icons are always 
shown in color in the latest I-Build.

It is now the intention that workbench icons will always be in colour and the
option has been removed accordingly.

it is true, the design team has decided that eclipse 3.0's icons (and downstream
products) will be color in the normal state (without a special icon for hover.)

the design team in toronto has decided that color icons in the normal state (and
no special icon in the hot/hover state) is the way to go for 3.0.

as such, i have to close this as wontfix.
