Switch AST level to JLS13 and update JDT UI code.

This may need touching some bundles whenever IASTSharedValues.SHARED_AST_LEVEL is changed. See bug 539509 comment #7.

Hints to follow:
1) Search for references to ASTNode.supportedOnlyIn12() and ASTNode.supportedOnlyIn13().
2) Next, search for references to methods obtained in the first step in JDT UI code.
3) Update the JDT UI code as required for the result obtained in step two.
