Where it occurs:
Window -> Preferences -> General -> Network Connections

Restore Defaults button doesn't seem to have any effect on any elements in the "Proxy entries" or the "Proxy bypass" tables.

Thing's I tried in my testing:
- Tried editing values in the proxy entries: they can only be reset, one row a time using the clear button
- Tried adding new host entry to proxy bypass: does not get removed when clicking on Restore Defaults
- Tried editing the default Host's (eg. localhost): they do not get reset when clicking on Restore Defaults
