Formatter tags have the following problems at the moment:

1) The new line is removed before an off tag and this code is not formatted correctly because the final brace is not moved on the next line:

int xx(){string s1="abc";string s2="def";}
/* @formatter:off */


2) The formatter is enabled before the on comment formatting the on comment itself, but docs says that formatter should be enabled after the on comment.
