We have one https://ci.eclipse.org/cbi/view/sanity-check/job/sanity-check-macosx-signing-service/ that send us a mail when the service is down.

So, how many times did the webmasters see and fix it before a project reported the problem? Just curious.

We have set up notifications via email and slack. Since it sometimes requires a trip to the data center in Ottawa, the latency can still be hours.
We are working on improving this.

None recently. The last downtimes happened outside of working hours 

Bug 544158 on Wed. Feb 6th @ 2:30am CET
Bug 544739 on Sun. Feb 24th @ 2:21am CET

If and when the service fails during working hours we take immediate action to resolve the issue.
