This works for me using https://download.eclipse.org/eclipse/downloads/drops4/S-4.11M1-201901091800/

If you can still reproduce with that version, please reopen and provide exact steps to reproduce.

stll has problem,one window,it's tabs can not drag。you can see the icon which means can not drag。

step
1、open eclipse,import or create one project,this project has more than three files,and open three files,then the editor has three tabs
   you can drag the file each
2、menu,window,new window
   open one window,and open three files
   also you can drag they
3、menu,window,new window
   open one window,and open three files
   now you have three windows
   try to drag each window tabs,you will find one window you can not drag

Strange. Did you start with a fresh workspace?

I create General > Project 'P', added file 'f1', 'f2' and 'f3' and used your steps. Works fine here, but I'm on Windows 7.

Can you try that?

i use win10
it is fresh workspace
eclipse version is 2018-12-R
i try again
some time it is ok,some time it is not
try more,open more file,switch window drag,still has one window tabs can not drag,a random window
see the new picture
but i use eclipse version Neon.3 Release(4.6.3) never has this problem

Wow, a pretty ugly bug!

Here's a simple test case:
1. Start new workspace
2. Close Welcome page
3. Window > New Window
4. Go back to first window
5. Try to drag the Javadoc view tab
==> Does not work, drag is blocked!

This applies to all tabs in all stacks.

Broken since 4.7.
