As part of the merge of the PolarSys forge into the Eclipse Forge, we need to migrate the mailing lists.

With this change, mailing list addresses will change. Specifically, mailing lists of the form *@polarsys.org will become *@eclipse.org.

e.g. polarsys-pmc@polarsys.org will become polarsys-pmc@eclipse.org

List landing pages and archives will also move to equivalent *.eclipse.org sites.

Note that this will allow the PolarSys project lists to leverage the mailing list subscription functionality on accounts.eclipse.org.

I'm adding Bug 543320 and Bug 543321 as blockers as both Bugzilla and the PMI will need the new email addresses.

The active mailing lists on both Locationtech and Polarsys have been moved to Eclipse.org.  That includes both the list history and subscribers.

I've shutdown mailman on both forges and have added auto-responders for the lists to point people at the relevant Eclipse.org list.  Redirects have also been added for the web content.
