On XP any tab folder that has both images and mnemonics on its tabs are not 
getting the mnemonics. I just checked GTK and this is fine.

STEPS
1) Open the properties dialog on a java project. Note there are no mnemonics 
on the tab. Likewise for the Ant Runtime properties page
2) Open the Editors preference page (which has no tab images) Mnemonics show 
up.

I can't reproduce this either, the mnemonics show up as soon as I either press 
Tab or Alt.

Looking again, I do now see this if the manifest is used on XP.  However this 
appears to be the native behaviour, because I see the same thing if I go to the 
windows Control Panel -> Accessibility settings.  When I press Alt there the 
mnemonics on other widgets show, but not on the tab folder.

We're behaving as XP wants, so closing report.

To be clear, this is a Windows XP bug.  Mnemonics show up fine when TabItems do not have images.
