platform-ui requests that for 3.0, ideally M8, eclipse displays Windows XP style controls when running 
on Windows XP. 

we would like this to happen transparently, either by SWT or by the eclipse launcher on windows, 
without requiring the user or an install script to add a manifest file to the directory containing their 
javaw.exe. 

this PR also serves to group other requests for this feature.

bug 18607 speaks of the 'flat look' on controls which may be desirable by platform-ui.
bug 24538 requests tab folders on windows xp paint the proper background color

bug 9168 can be fixed if we can start the VM through JNI from within 
eclipse.exe https://bugs.eclipse.org/bugs/show_bug.cgi?id=9168#c3
