Screen Display settings

Noticed this under Ubuntu 18.04 (Ubuntu on X.org theme) with 201809 M1:
In a multi-monitor setup, the splash screen, launcher, and workbench window may not show up on the same physical display.

My setup looks like this (also, see the attached screenshot):

   2 3
     1

(Display 3 is the primary display with the Ubuntu dock and Gnome menu bar.)

When starting Eclipse from an xterm on display 1, this happens:

- Pre-launcher splash screen shows up on display 1
- Eclipse IDE launcher shows up on display 3
- "Loading workbench" splash screen shows up on display 3
- Workbench shows up on display 2

As you can imagine, this is very irritating; I would expect the *same* physical display to be used for each step (either 1, because that's where the xterm is I am looking at or 3, as it is the primary display).
