Two versions of Server Core appear on the latest WTO update site [1].

Only the latest should be there. And there shouldn't be remediation triggered when installing. See screenshot.

So this is most likely due to us not having done a declare of our Photon stream that has been added to the aggregation.  There are other teams that include parts of WTP in them, and those get out of date- they update it based on our latest aggregation updates.

I looked through the repository of the build itself, and the older version of org.eclipse.wst.web_ui.feature is not there.  It is there in http://download.eclipse.org/release/photon/201712151000/features .

As to why p2 wants to install the older version instead of the newer one, that I cannot say.  (But I do know that p2 has been modified for Photon M5, which is always scary.)

Now instead of two versions of the plugin, we have two versions of the feature. Need to figure out why this feature is being added to the update site twice. 

Could be a function of this mirroring step, if the same feature appears in more than one of the 3 generated sites:

I have two ideas here:

1. https://git.eclipse.org/r/116344 [servertools] Bug 530465 - make org.eclipse.wst.server_ui.feature REQUIRE org.eclipse.wst.server_core.feature instead of INCLUDING it, so we don't get two versions in the aggregate update site

2. https://git.eclipse.org/r/#/c/116345/ [releng.agg] Bug 530465 - use followStrictOnly=true when mirroring dali, wst, and jst update sites into main repository

Carl's right... the reason for the old plugin/feature is that it's in the Photon release & staging sites. So this should fix itself once we have our M5 in staging. 

But as to WHY installation prefers the old version... not sure.
