WTP depends on Jetty 9.4.x; but it's not included upstream in Photon already, as Jetty isn't part of the simrel train.

So... we need to include Jetty in the update site so it's available at install time, and included in Photon.

jetty added to wtp site

As of http://build.eclipse.org/webtools/committers/wtp-R3.10.0-I/20180129161428/I-3.10.0-20180129161428/ jetty bundles are now on the WTP site, so they're available at install time.
