In bug 526182 we had to make an update to org.eclipse.wst.web plugin for Photon.  This means that we need to increment the org.eclipse.wst.web_core.feature version for Photon. (Since that feature includes that plugin.)
Transitively, we should update org.eclipse.wst.web_ui.feature and org.eclipse.wst.web_sdk.feature

Updated to 3.9.2 (Rob updated org.eclipse.wst.web.ui in bug 519774), since sourceediting has not yet branched for maintenance.

Moving to 3.9.3 since didn't make into the 3.9.2 builds.
