In the "Plug-in Content" page of the "New PDE Plug-in" wizard, the option 
named "This plug-in will make contributions to the UI", when not set, prevents 
the "Templates" page from appearing. Our product exposes templates that apply 
to non-ui related extensions. Unfortunately, this is not possible as is.

True.  But all the templates that we currently provide are UI-centric, so it 
makes sense to prevent the template page from appearing at the present time.

Added a dependency on 45682 since making the API public involves supporting 
such a case.
