With the merge of webtools.common.fproj, webtools.common.snippets, webtools.common.tests into webtools.common...

* the aggregator should be updated to pull the latest from webtools.common, which includes these three child modules, and 
* we should remove the submodules to avoid maven barfing with the complaint that there are duplicate poms in the reactor.
