The "Perspecive switching tabs" are really not tabs even though they perform exactly the same function as tabs in a tab folder. Perspective tabs are implemented using a tool bar. Most people work from left to right. For example, in a hierarchy view, the classes and methods are on the left and the text editor is on the right. So, people are used to going to either the left of a window to get functionality. By moving the "perspective tabs" to the top right, when a user wants to switch perspecives (say going from "Java" to "CVS", which is something you do quite a lot), the mouse just isn't in the right place. Try it and watch how you need to continually move to the upper right. One solution would be to work in separate windows but staying in the same window but this has problems that I have yet to issolate on Windows and is generally slower. If you can stay in the same window, then life is usually better.
