N20040219 on NT/SP6

In Workbench->Preferences->Appearance I set the Selected Tab foreground to Blue.
I leave the Tab foreground color as black.

When I apply and restart the workbench ALL tabs have the new foreground color.

Is this a ViewMgmt issue instead?  Please reassign if necessary.
