I20040218

When trying to bring a specific view or editor to front (by clicking on its tab),
I often close them because I accidentally click on the (not yet visible) close box.

I suggest to only have a close box on the active tab, so that you'll have to click twice
in order to close a part.

this bug is similar to bug 52175 and comments in bug 37997 but I think it is 
the only separate log of the problem, so lets leave it.
