The JSF downloadable library provider files (hosted at eclipse.org) point at downloads on java.net, which is now closed. As a result, when attempting to download a JSF library in the Dynamic Web Project wizard, the license is not shown (instead a notice that java.net is closed is displayed) and attempting to proceed results in a "zip file is empty" error dialog.

This doesn't affect any specific build or version; all previous versions of the product since downloadable libraries were introduced will encounter this issue.
