Press Ctrl+3, and type  "Lock the Toolbars" to trigger the "org.eclipse.ui.window.lockToolBar" command. Its default handler is LockToolBarHandler, which actually toggles the status of the lock, calling "coolBarManager.setLockLayout(true|false)"

As the handler toggles the status of the lock, we should change the label for the command to "Toggle Toolbars Lock"

Blocked by Bug 409633 as it should fix the "Lock the Toolbars" command.
