Usually when I use a type (e.g. Collection) that hasn't been imported yet, the "unresolved type" error annotation in the editor sidebar will include a Quick Fix to import that type, indicated by a little lightbulb overlay with the error icon.

I see the lightbulb. I click the lightbulb.

Expected: A popup appears offering the Quick Fix.
Observed: No popup.
Workaround: Hovering briefly over the type in the code yields a different tooltip with the Quick Fix.

I tried cleaning the project, but that didn't fix it. The problem does not happen in Eclipse 4.6.

This has been fixed for I20170312-2000.
