Make sure that the OptimizationRules in CEP do not accidentally merge transitions that are different by parametrization only.

(Have not confirmed yet whether this can actually occur with automatons generated from VEPL, but potentially yes.)

Moving all CEP issues into the FUTURE milestone because of lack of development effort.

We are retiring VIATRA CEP; issues related to the component will not be fixed.
