Action images appear disabled in synchronize view (4.7)

The 'icons/full/elcl16' folder is meant to provide enabled images, however, it holds several images that appear grayed out/disabled.

For example:
  catchup*
  checkin_action*
  checkout_action*
  refresh_remote*
