I20040128

I've been running a single session with this build all day.  I then decided to
look in the log after an error occurred.  The log was not under metadata, but
under .config.  I will attach the contents of the log.

The fix for 50750 also fixed this problem since in the startup of the 
InternalPlatform we create the lock file which set the instance location, which 
consequently set the location for the .log file.

A fix will still be necessary when we will change the behavior for the creation 
of the lock file.

The fix consists in changing the PlaformLogWriter so it always trigger the 
platform for the log file location.

The fix has been released in HEAD.
