For me, it's currently not completely down, but extremely slow. EGit usually times out after 30s (and sometimes even after I've set this to 60s on Preferences > Team > Git). On the command line, git pull from ssh://user@git.eclipse.org/gitroot/platform/eclipse.platform.swt.git often succeeds after 30+ seconds.

git.eclipse.org seems to work for EGit and command line connectivity, hence just completed the SWT I-Build Input.

git.eclipse.org connectivity over web(list of commits on master etc..) still needs to be established.

dev/git got swamped last night.  We've identified the root cause and it will be addressed.  For now, service is back up.  Thanks
