When using different keyboard layout (cyrillic) all KB shortcuts do not work. OSLinux Mint 17.3. Kernel 4.2.

Yan, thanks for reporting this. 

I know there is some issue in Eclipse Mars with GTK 3+. 
Several of these issues are resolved with Eclipse Neon 

Could you please try to see if this issue is reproducible in Eclipse Neon?

I've downloaded RC3 (eclipse.buildId=4.6.0.I20160525-2000) - the bug is still reproducible

Ok, let's try to better understand this issue: 

- Which package did you install ?
- Did you add plug-ins on top of this package?
- Can you still reproduce if you export SWT_GTK3=0 before running eclipse?

1) I've tried clean Java EE and Java SE Eclipses from site
2) No, it's clean Eclipse
3) Yes, it's still reproducible with gtk2 fallback.

Maybe this bug belongs to SWT?
I've tried to bind some shortcuts to actions in settings, they bind to russian hotkeys. (e.g. Ctrl+Д instead of Ctrl+L). Keys should be handled with key-codes, not their symbols
