For local, non-CVS projects it would be quite useful if the developer could 
snapshot/label the entire project at certain states to which he will be able to 
return to (like the Local History replace function but a) manual triggered and 
b) for the entire project).

There are no current plans to do this.  CC yourself on bug 36958 and I will reopen that bug if anything changes.
