Using the template support in bug 49383 add a code generation preferences page
analogous to the one in JDT such that a number of templates are 'well known''
and may be refered to by code-generating actions. Actions for create project,
insert target, create macrodef, etc. would likely be useful.

We are only going to have basic template support in 3.0
