We need to add "JavaScript Development Tools Chromium/V8 Remote Debugger" features to webtools.releng.aggregator/webtools.repositories to allow a standalone installation for these features.

The features are:

- org.eclipse.wst.jsdt.chromium.debug.feature
- org.eclipse.wst.jsdt.chromium_sdk.feature
- org.eclipse.wst.jsdt.chromium_tests.feature

Please note that the change https://git.eclipse.org/r/66974 is provided only as an example of what features we aim to add to webtools.repositories and to demonstrate the meaning of each feature (main, source, tests). So, it may be not enough to fully fix the issue.
