Ctrl-1 on non-text-editor panes could bring up the right-click menu.  This would
allow for kbd navigation of r-click features, and fit in with the 'what would
you like to do with this' mentality found when ctrl-1'ing within java source.

Moving to Platform/UI for comments. I wouldn't expect Crtl+1 to bring up the r-
click menu. Ctrl+1 is a short cut for quick fix.

There is already a request for this command ("Show Context Menu").  While it 
is very unlikely that Eclipse will provide "Ctrl+1" as its default key 
binding, it would be available for you to bind to "Ctrl+1" is you wished.

As a note, "Shift+F10" works as "Show Context Menu" on most window managers.
