Since yesterday, we're experiencing timeouts on our Gerrit builds. When looking at the log, it seems that the access to repo.eclipse.org and download.eclipse.org is very slow

For example:

https://hudson.eclipse.org/papyrus/job/Papyrus-Gerrit/5634/console

After 35 minutes, this job was barely able to download the Maven plug-ins from repo.eclipse.org (Took ~20 minutes) and a few Eclipse plug-ins from download.eclipse.org (Took another 15 minutes for ~115 plug-ins, then I stopped the job)

At this point of the job, no plug-ins were actually compiled (The timeout occurs before all dependencies are properly resolved/downloaded). Most jobs timeout after 65 minutes (As configured in the job), and the download of dependencies is still not complete at this point
