XSD Preference page is not populated with default values.

initializeDefaultPreferences is no longer called.

     * @deprecated this is only called if the runtime compatibility layer is
     *             present. See the deprecated comment in
     *             {@link Plugin#initializeDefaultPluginPreferences}.
